Richard Chambers
Chief of Party, Lebanon
Richard Chambers leads IFES' electoral project in Lebanon, which provides advice and support for initiatives such as the Civil Campaign for Electoral Reform. As a qualified barrister in the United Kingdom, he brings a wealth of legal and elections expertise to the project. Prior to Lebanon, he conducted a review of draft election and political party legislation in the West Bank/Gaza for IFES in 2007. He also assessed the electoral framework in Jordan for Democracy Reporting International and served as deputy chief observer for the European Union observation missions during the 2006 elections in Yemen and West Bank/Gaza.
Chambers delivered a series of trainings for election observers in the European Union in 2007 for the Network of Europeans for Electoral and Democracy Support. He was the lead contributor to the Handbook for European Union Election Observers (2nd Edition), drawing on experiences managing observation missions for the European Union, OSCE and ERIS in transitional and post-conflict societies. He holds a degree in law from the University College of Wales.
