IFES provided considerable technical assistance to the Supreme Electoral Council of Nicaragua (CSE) from 2005 to 2009 in an effort to enhance the capacity of the Nicaraguan electoral management body, the Consejo Supremo Electoral (CSE). IFES' programmatic concentrations in Nicaragua were changed and modified according to availability of funds. IFES also adapted its programs to the country's dynamic political environment and needs.
Throughout the span of the mission, IFES provided senior technical expertise, financial support and logistical assistance, mainly in areas of public information/awareness. This effort included the following:
- Creation and maintenance of a 1-800 voter information hotline
- Updating and maintaining the CES web site
- Public awareness radio
- Television and print campaigns
- Development and implementation of poll worker training curricula
- Training and development of electoral materials
- Procurement of non-essential electoral materials
IFES also ensured implementation of mechanisms to increase participation of voters with disabilities, strengthened internal provisions for production of national identification cards and modernization of the civil registry. Additionally, IFES provided support to the highest level at the CSE in various electoral administration issues and international best practices.
