Good governance prevails when government officials manage public institutions in an efficient, transparent manner that is responsive to citizens’ concerns. It also requires that citizens work collaboratively with officials in the pursuit of common social, political, economic and cultural goals. The mere act of governing is not democratic unless the institutions and individuals charged with governance are accountable to the people, manage transparent operations, and are accessible to everyone.
