    In November 2011, former President Ali Abdallah Saleh signed the Gulf Cooperation Council (GCC) power transfer deal and its implementation mechanism. Under the agreement, presidential powers were transferred to Vice President Abed Rabbo Mansour al-Hadi until the general presidential elections on February 21, 2012. The election resulted in Vice President Hadi becoming president.

IFES received funds from the United Nations Democracy Fund (UNDEF) to implement a project designed to increase the knowledge, skills and values relevant to the practice of participatory democracy by youth in Yemen. The program was designed to address the problem of low levels of youth civic awareness and participation in Yemen by reaching out to a population historically disengaged from civic participation.
