Español: El Consejo Supremo Electoral (CSE) de Nicaragua, con el apoyo de IFES, han desarrollado un nuevo manual para registradores civiles, el Manual del Registrador del Estado Civil de las Personas. Este manual es una ayuda para los registradores civiles para mejor entender las leyes, regalamientos y otra clase de información que diariamente impacta la habilidad y efectividad de los registros.
Durante el programa de asistencia electoral en
Nicaragua, IFES y el CSE identificaron el sistema de registro civil en Nicaragua como una de las principales instituciones en necesidad de reforma para hacer posible que el gobierno nicaragüense pudiera garantizar elecciones libres, justas, y transparentes en el futuro. Como preparativo a futuras reformas, al mismo tiempo que atendiendo a las actuales deficiencias, IFES y el CSE desarrollaron un plan nacional de entrenamiento para los registradores civiles y sus asistentes a fin de aumentar su profesionalismo, estandardizar procedimientos y abrir el camino para la adopción de un sistema de registro civil automatizado. En este proceso, IFES colaboro con el CSE y la Dirección del Registro Civil Nacional en el desarrollo este nuevo manual oficial para los registradores civiles- quienes como designados políticos no cuentan con formación profesional.
Una vez el manual fue finalizado, IFES y el CSE diseñaron una serie de seminarios de capacitación para los 153 registradores civiles en toda Nicaragua. Además de recibir el antedicho manual, los registradores civiles y sus secretarios recibirán instrucciones específicas sobre los procedimientos correctos para el registro de individuos y eventos en registro civil. IFES está proporcionando vital ayuda financiera y logística para los talleres, mismos que comenzaron en abril del 2007 y están programados a continuar hasta julio del 2007.
English: The Supreme Electoral Council (CSE) of Nicaragua, with support from IFES, has developed a new manual for civil registrars, the Manual del Registrador del Estado Civil de las Personas. This manual can help civil registrars better understand the laws, regulations and other information that impact their ability to effectively administer their registries. Among other things, Nicaragua uses its civil registry to create its voter registry.
During its elections assistance program in
Nicaragua, IFES and the CSE identified the country’s civil registry system as one of the institutions requiring reform if the Nicaraguan government was to guarantee free, fair and credible elections in the future. To prepare for future reforms while addressing current deficiencies, IFES and the CSE developed a national training plan for civil registry staff that aimed to increase their professionalism, standardize procedures and help pave the way for an automated civil registry system. In the process, IFES assisted the CSE and the National Civil Registry Director in developing this new manual for civil registrars, who are political appointees rather than professional civil servants.
After completing the manual, IFES and the CSE designed a series of training seminars for Nicaragua’s 153 civil registrars. In addition to receiving the manual, civil registrars and their secretaries will receive instruction on correct procedures for registering individuals and events in the civil registry. IFES is providing financial and logistical support for the training seminars, which began in April 2007 and are scheduled to run through July 2007.
