In February 2009, IFES began to work on a study of the 2007/2008 electoral reforms implemented in Mexico from an international perspective. In mid-June, IFES presented an advance report of Implementation of the Electoral Reform 2007/2008 from an International Comparative Perspective to Mexico's main political party leaders, national and international media, and the electoral management body: the Instituto Federal Electoral (IFE). A second and final report will be presented in early September. The report’s contributors are world-renowned electoral experts: Dr. Rafael Lopez-Pintor (Spain) and Dr. Carlos Valenzuela (Colombia), the two main authors; and Dr. Horacio Boneo (Argentina), Dr. Horacio Corcuera (Argentina), and Professor Fernando Tuesta (Peru). Bill Sweeney, IFES president and CEO, Jean-Pierre Kingsley, former president of IFES, and Carina Perelli, IFES executive vice-president, also attended the presentation.
