IFES conducted a pre-election technical assessment in Ukraine which analyzed legal, technical and procedural aspects of the election process.
The assessment found that while advances have been made in election administration in recent years and the legal and operational framework for elections is largely consistent with international standards, a number of shortcomings are still evident in the current electoral environment.
To help improve the remaining issues, IFES’ team of five international experts provided a number of recommendations in areas including:
- Voter education and training
- Transparency in voter list verification
- Polling station operations
- Access for observers to all election processes
