Report on the Fourth International Conference on Electronic Voting 2010

As more countries are discussing the adoption of voting technology, it is important to fully explore the challenges and drawbacks of e-voting. To this end, election experts gathered at the Fourth International Conference on Electronic Voting, which explores some of the challenges presented by e-voting. The conference took place in Bregenz, Austria from July 21-24, 2010.

The Fourth International Conference on Electronic Voting took place in Bregenz, Austria from July 21-24. The conference, which takes place every two years, brings together experts on electronic voting from the fields of political science, computer science, election administration, voting rights and technology suppliers to discuss current issues and recent experiences related to electronic voting and counting.

Amatora mu Mahoro: Système de monitoring des principes démocratiques et de prévention de la violence électorale 3e

Le troisième rapport Amatora Mu Mahoro (AMM), présente une analyse des incidents et des indicateurs de violence électorale, ainsi que des initiatives de paix, survenus sur l’ensemble du territoire du Burundi pendant la période du 31 mai au 4 juillet 2010. L’analyse faite des données fournies par les Points focaux du projet AMM permet de conclure que la fréquence des incidents dans les provinces a diminué, passant de 262 cas d’incidents répertoriés dans le second rapport (période du 26 avril – 30 mai) à 180 pour le présent rapport.

Vendors Demonstrate EVM Technology in Pakistan

The Electronic Voting Machine (EVM) Committee, established by the Chief Election Commissioner of Pakistan in November 2009, is tasked with conducting a feasibility study into the introduction of EVMs in Pakistan. The committee includes senior members from the Election Commission of Pakistan (ECP) and electoral experts from IFES. As part of the feasibility study, three leading EVM solution providers traveled to Pakistan and demonstrated their products.

Reflecting on the Philippine’s 1986 and 2010 Elections

Bill Sweeney, IFES President and CEO, was in the Philippines to observe the 10 May 2010 elections. It was a historic election as it was the first time the Philippines used automated voting across the entire country. It was an especially memorable election for Mr. Sweeney as the first international election he monitored was the high-stakes 1986 Filipino presidential election between the infamous Ferdinand E. Marcos and highly-esteemed Corazon C. Aquino. In this essay, Mr. Sweeney shares his thoughts on the two elections, taking place in extremely different circumstances, and the changes he noticed in the Philippines.

IFES Observes Historic Philippines Election

IFES President and CEO Bill Sweeney and other DC-based staff joined Philippines Chief of Party Beverly Hagerdon Thakur, Deputy Chief of Party Juhai Grossmann and other IFES-Philippines staff members in observing the May 10, 2010 national and local election. Filipinos went to the polls to cast ballots for president, vice-president, senators, congressmen, governors, mayors and other key offices.

The public thirst for rapid and objective results has increasingly led countries to adopt new technology in the electoral process. Automation is often a complicated process, especially in countries with limited infrastructure, and where frequently the attention of decision-makers gets overwhelmingly focused on technical aspects. Technology, impacts all aspects of elections, including those that might at first seem immune, but eventually may lead to unintended consequences.

In the face of growing pressure to embrace new technologies, lawmakers and EMBs can sometimes have difficulty clearly defining the actual need to be served and the most suitable technological solution to satisfy that need. In some instances the introduction of new technologies is envisioned as part of a long-range plan for improving overall efficiency and communications, streamlining program delivery, integrating various systems and sub-systems, lowering costs of operation, and minimizing manpower requirements. However, in some circumstances modernization and automation is spurred by a sense of urgency to overcome a specific problem.
