For Afghanistan’s historic 2004 and 2005 elections, IFES provided assistance in several key areas. First, IFES worked with Afghanistan election officials to mount elections on time and to develop the officials’ capacity to conduct elections on their own in the future. Second, IFES conducted several civic education activities to inform the public about the Bonn Agreement and their country’s new electoral system. Third, IFES worked with the media and election officials to monitor media coverage of the election campaign and to ensure the media had access to official election results as they became available.

Based on recommendations made by the international community and needs expressed by the IEC, IFES is undertaking a comprehensive electoral support program for Afghanistan. This program is multi-faceted, results-oriented and sustainability-focused and aims to build the capacity of the IEC so that it is capable of running elections with minimal international assistance.

Albania | Technical Elections Assistance

Under the current $4.3 million USAID agreement, IFES’ activities seek to further strengthen the electoral process and democratic culture in Albania. In preparation for the July 2005 parliamentary elections, IFES conducted a GIS mapping project to improve the voters’ list and civil registries, provided training for election administration staff, and supported the official, nation-wide voter education campaign.

Angola | Election Assistance

In early 2004, IFES conducted a mission to Angola to evaluate the technical needs of the country's electoral management authorities and to assess Angola's overall preparation for elections. The government had not yet set a date for elections and maintained that the draft constitution should first be adopted by Parliament. Since the constitutional commission had begun its deliberations on the draft constitution, IFES' technical team prepared an analysis of the provisions in the draft that pertain to elections. IFES has made its analysis available to members of the National Assembly Constitutional Commission. This mission was made possible by USAID.

Angola | Support to the Electoral Process

As Angola prepared for its first elections in 16 years, IFES provided technical assistance to the country’s fledgling National Electoral Commission (CNE). Once the date for the elections was set for September 2008, IFES opened a permanent field office in Luanda and deployed a number of local and international technical experts to assist the CNE.

Armenia | Building Armenia’s Electoral Infrastructure

Since 2005, IFES has been working with the Central Election Commission to prepare it to manage upcoming elections. It has also been providing technical guidance as Armenia produces a new, more inclusive voter registry. In addition, IFES has been working with the CEC to educate voters about their rights and responsibilities in a democracy.

In 2000, IFES began a major project to empower the citizens of Armenia. Its objective was to increase citizen participation in governance by encouraging civic initiatives and advocacy. By providing training and information, IFES worked with local community groups to improve their ability to organize their members, articulate their group concerns, and communicate them to local government. In this way, the project promoted more responsive and transparent behavior on the part of government.

IFES is currently introducing new technologies to the citizen registry database to improve citizen and biometric identification. Following the parliamentary committee summer session discussions on improvements to the election code, IFES worked with several experts to lead the IT components of the "Technical Assistance: Transitioning to a Civil Registry and Issuance of Biometric Identification System" project.
