Djibouti: 2005 Pre-Election Assessment Report

In March and April 2005, a four-person team from IRI and IFES sought to evaluate the election environment in Djibouti, meeting with representatives of political parties, civil society groups, media, other international organizations, and relevant government bodies. Through these interviews and observations, the team examined voter registration and election administration processes, as well as the presence and level of external electoral assistance.

From 2007–2008, IFES implemented a USAID-funded program in Djibouti with the goal of building an inclusive public di­alogue on the electoral system and increasing civil society participation in the peace and governance processes. A series of workshops were held at the end of 2007 aimed at increasing the participation of women and other members of civil society in the country’s political process. In early 2008, IFES focused its programming on support the February legislative elec­tions in the form of training for poll workers and members of Djibouti’s Independent National Electoral Commission (CENI).
