Haiti’s Much Improved Second Round of Elections

On March 20, Haiti held the second round of presidential and legislative elections following the close and controversial first-round presidential vote in November. As part of its technical assistance to the CEP, and in close cooperation with other partners, IFES organized a public information campaign, called “Where to Vote”, which reminded voters to check their registration information, confirm the location of their polling station and cast their ballots on Election Day.

After a close and controversial first-round presidential vote in November, on March 20 Haiti held a runoff election for its top two presidential candidates, Mirlande Manigat and Michel Martelly. Haiti’s Upcoming Elections

On November 28, Haiti will have the first round of presidential and parliamentary elections. These polls will determine who will be the country’s next president before the current government’s tenure expires in early February 2011. It will also allow for the replacement of a third of the Senate and the entire House of Representatives whose term expired last May.

Rebuilding Haiti’s Democracy

It has now been widely acknowledged that Haiti’s natural disaster could rapidly turn into a political fiasco if elections are not held promptly and in a manner that is free, fair and credible. On May 8, the terms of one-third of the Senate and the entire House of Representatives— and, by extension, the Parliament—expired. In addition, the terms of all local officials will expire in early to mid-2011, and the President’s term expires on February 7 of next year.

Post-Earthquake Constitutional Analysis of the Interruption of the Legislative and Executive Powers in Haiti

March – April 2010

Due to the earthquake on January 12, 2010, elections for the members of the House of Representatives and one third of the Senate scheduled for February 28 and April 4, 2010, were canceled. As a result, Haiti will have no legislative power as of May 8, 2010. There will be a rupture in the constitutional order.

Chief of Party in Haiti Speaks About Elections

Sophie Lagueny, IFES chief of party in Haiti, will give a lecture at Southern Illinois University Carbondale on Thursday, April 29. Ms. Lagueny will speak about the electoral landscape in Haiti before and after the devastating earthquake that took place this past January. Interim Dean Frank G. Houdek said the law school is pleased Ms. Lagueny will present the lecture.

Country In Brief

Haitians have been challenging authoritarian rule since 1986. In 1990, Jean-Bertrand Aristide was elected president, but a coup ousted him seven months later. A U.S. intervention reinstated Aristide in 1994. Rene Preval was elected president in 1996, until Aristide won a second term in 2000 and a political crisis developed on grounds that the elections were fraudulent. In 2004, Aristide left Haiti amid a rebel insurrection. Currently, there is an interim government in place.
