    IFES collaborates and provides assistance to electoral stakeholders in Pakistan to strengthen the electoral process. IFES has brought stakeholders together to formulate the Election Commission of Pakistan’s (ECP) Five-Year Strategic Plan. The Strategic Plan embraces the joint ambitions of all stakeholders. Building the institutional knowledge and capacity of the ECP is also critical to IFES’ current project, which includes the development of the ECP’s computerized voter registration and training of ECP staff.

BRIDGE Debuts Political Finance Module in Pakistan

The first-ever BRIDGE workshop on Political Finance took place in Lahore, Pakistan on September 2010. This module, a new addition to the list of modules offered by BRIDGE under the second version of the program, looks at how money affects the political process and what countries can do to mitigate its negative effects. BRIDGE (Bridging Resources in Democracy, Governance and Elections) is a comprehensive professional development course designed by and for election administrators to better understand the electoral process.

Election Commission of Pakistan Holds Workshop on Electoral Reform

The Election Commission of Pakistan (ECP), supported by IFES, conducted a workshop on Electoral Systems and Reform. The event, held on August 16 2010, included a presentation from Prof. Andrew Reynolds (University of North Carolina – Chapel Hill), one of the world’s leading experts on electoral systems. Participants included the Chief Election Commissioner, other senior members of the ECP from all four provinces of Pakistan, civil society representatives and IFES Pakistan staff members.

Free and Fair Election Network Launches Political and Electoral Violence Reports

August 17, 2010

On Monday 16 August the Free and Fair Election Network launched the first two reports from its IFES funded Political and Electoral Violence Education and Resolution (PEVER) project. The project has used FAFEN’s field monitors in 150 constituencies throughout Pakistan to report on and verify incidences of political and electoral violence since October 2009. The first two reports cover the period of 15 October 2009 to 31 May 2010.

Vendors Demonstrate EVM Technology in Pakistan

The Electronic Voting Machine (EVM) Committee, established by the Chief Election Commissioner of Pakistan in November 2009, is tasked with conducting a feasibility study into the introduction of EVMs in Pakistan. The committee includes senior members from the Election Commission of Pakistan (ECP) and electoral experts from IFES. As part of the feasibility study, three leading EVM solution providers traveled to Pakistan and demonstrated their products.

Promoting Women’s Political Participation in South Asia: Afghanistan, Nepal and India

On 2 June 2010, IFES chaired a panel discussion at InterAction's 2010 annual Forum titled "Promoting Women’s Political Participation in South Asia." Empowerment, be it economic, social, or political, is key to improving the status of women. Increased active participation in the public sphere and political life complements economic sufficiency and enables women to gain full citizenship. South Asia provides a fertile source of experiences in this area and offers relevant learning that can benefit gender programming in other regions.

The Election Commission of Pakistan Unveils its Five-Year Strategic Plan

The Election Commission of Pakistan (ECP) organized a press conference on May 25 2010 to launch its ‘Five-Year Strategic Plan, 2010-2014’. The plan lays out 15 major goals, and focuses on areas including voter registration, civic/voter education, electoral dispute resolution, and the inclusion of marginalized groups, among others.

Country In Brief

Since 2002, IFES has provided assistance to help build Pakistan’s democratic institutions. As an official partner and technical advisor to the Election Commission of Pakistan (ECP), IFES has delivered extensive technical assistance, increased the capacity of legislators to perform civic functions and provided transparent ballot boxes for the 2008 elections.

 

IFES’ continued assistance is building the internal capacity and providing commodity support to the ECP. Working with the ECP’s Federal Election Academy, IFES is providing training for all 1,800 election officials, thereby building the ECP’s long-term capacity. IFES strengthens the ECP’s computerized voter registry in collaboration with the civil registry of Pakistan. Moreover, IFES has brought stakeholders throughout Pakistan together to drive towards extensive electoral reform.
