Testing the Happiness Hypothesis in Puerto Rico

Puerto Ricans and Mexicans are known around the world as some of the happiest people on earth. In most places where I have traveled, foreigners greet me with enthusiasm when they learn I am Mexican. The ensuing conversation is usually one that lets me know they associate my country with sunshine and having a good time. It turns out Puerto Ricans have a similar experience.

IFES has worked with the Comision Estatal de Elecciones of Puerto Rico (CEE) since 2003 in the design and implementation of various programs intended to meet the requirements under the federal law Help America Vote Act (HAVA). 

 

IFES and the CEE have worked together in general election administration issues, improvement of access for voters with disabilities, electoral logistics, voter registry procedures as well as programmatic and financial.
