It is 5 pm GMT in Togo, and the polls are currently closing. Today looked, sounded, and felt like a Sunday in Lome. The roads were completely deserted – only a few military trucks roamed some parts of town; shops were closed, as were banks, markets, and most workplaces.

Guide des Scrutateurs

January 1993

“Guide des Scrutateurs” is a guide, available in French, created by the National Electoral Commission of Togo which explains to polling agents how to go about their duties when counting votes on Presidential Election Day in January 1993. The Commission seeks to provide clear instructions to workers as to ensure transparency. The document includes a diagram of polling tables, forms to fill out about ballots, and rules and regulations for polling agents to follow.
