Championing Electoral Integrity: 2013 Baxter Awardee Dr. Jørgen Elklit
The 2013 Joe C. Baxter awardee, Dr. Jørgen Elklit, was selected because he has had a significant impact on the field of election administration and electoral integrity and transparency. Dr. Elklit has been an adviser on electoral systems in Afghanistan, Bosnia and Herzegovina, China, Iraq, Kenya, Lesotho, Nepal and Tanzania, among other countries. His time on the Independent Electoral Commission in South Africa from 1994-1997 and as the Secretary of the Kriegler Commission, which investigated the rampant violence following Kenya’s 2007 elections, are particularly notable. Most recently, he has served as a contributor and reviewer of IFES’ evolving electoral integrity typology and methodology, which distinguishes between fraud, malpractice and systemic manipulation.
