Oct 15: Afro-Ecuadorians to Observe Elections: Afro-Ecuadorians will observe elections for the first time during the October 15 polls, with a project organized by IFES and its local partner, AFROAMERICA XXI. About 50 observers will work in at least three provinces to examine whether the rights of minority voters are respected. They will look at issues such as access to polling sites and acts of discrimination.
