Richard Twigg, Director, Information Technology
Richard Twigg is responsible for the information technology infrastructure for IFES and its field offices. Twigg and his team implement and manage technologies such as Voice over Internet Protocol (VOIP), extranets and video conferencing, which enable the Washington D.C. staff to effectively communicate with programs around the world. Richard is also responsible for the ICT Information and Communication Technologies initiative, which will integrate technology with IFES’s core capacities in elections and democracy development.
Twigg’s career in information technology spans 17 years. He worked on various United States Agency for International Development projects in the Middle East, Eastern Europe and Asia through the International Republican Institute, The Barents Group and Bearing Point. He also built the computer network for Health Services for Children with Special Needs, Inc.; a Washington-based nonprofit managed care organization.
Twigg earned a bachelor’s in biology from The Citadel, a master’s of general administration from the University of Maryland, University College, and a master’s of arts in communication, culture and technology from Georgetown University. Twigg is a certified Computer Information System Security Professional (CISSP).
