The International Foundation for Electoral Systems’s Senior Electoral Management Adviser in the Autonomous Region of Bougainville, Oliver Green, has two decades of experience supporting electoral processes around the world with the UN, EU, and OSCE. His work has included delivering electoral operations in Iraq and East Timor, strengthening civil society in Indonesia, and observing, researching, and reporting on elections from Armenia to Uganda. Since moving to Bougainville in 2018 to take up his current position, Oliver has managed the growth of the Bougainville office and its portfolio. In 2019, he served temporarily as the program manager for the Bougainville Referendum Commission, which delivered the technically acclaimed Bougainville Referendum.

He holds a master’s degree in development studies and a postgraduate certificate in electoral assistance and international observation.

Bougainville Referendum Results Announced Voting in the Bougainville referendum concluded with the announcement of results on December 11. A majority of voters selected independence, at 97.7 percent of the vote. While the referendum is not outcome-determining, the results will contribute to bilateral negotiations between the Autonomous Bougainville Government and Papua New Guinea Government. Bougainville Election Commission Launches Strategic Plan Throughout 2018, IFES advisors guided the Office of the Bougainville Electoral Commissioner in developing and writing its 2018-2022 Strategic Plan.
