Shalva Kipshidze serves as the International Foundation for Electoral Systems’ (IFES) country director in Sudan. Kipshidze brings 25 years of experience in providing technical assistance to election management bodies in Africa, Eastern Europe, the Middle East and South Asia. Kipshidze previously worked for IFES as chief of party and country director in Liberia, Libya and Nigeria. He has vast elections experience with the United Nations in areas ranging from voter registration and election dispute resolution to results management in Afghanistan, Iraq, Jordan, Moldova, Pakistan and Sierra Leone, and most recently as chief technical advisor–elections with the United Nations Development Programme in Armenia. Kipshidze also provided technical elections support with the International Organization for Migration, European Commission and Organization for Security and Co-operation in Europe in Jordan, Lebanon and Tajikistan.

Kipshidze holds a bachelor’s degree from Tbilisi State University in Georgia, a master’s degree from the Central European University in Prague and a master’s degree from the University of Newcastle in the United Kingdom.
