Steven Gray, Chief of Party, Zimbabwe
Steven Gray currently serves as the International Foundation for Electoral Systems (IFES) chief of party in Zimbabwe. He brings over 20 years of experience in providing technical assistance to election management bodies in Africa, Eastern Europe, the Middle East and Asia.
Gray most recently served as a training consultant in Kosovo working with the Central Election Commission (CEC) developing a training plan and building the training capacity among its municipal election officers. He also worked for IFES Kenya as a voter education consultant doing an assessment of how to increase voter registration among women, youth, and people with disabilities. From 2010-2013 he served as IFES Moldova chief of party, where he strengthened the capacity of that CEC in strategic planning, training of election officials (and others), voter registration, voter education, and assessing the prospects for political party finance reform.
When not working on elections, Steven works on other types of development projects and spent most of 2015 doing a world-wide assessment of the U.S. Refugee Admissions Program.
Gray holds a bachelor’s degree in criminal justice studies from the University of Minnesota and a master’s degree from the Hubert H. Humphrey Institute of Public Affairs in international affairs and economic and community development. Steven is a dual citizen of the U.S. and New Zealand and, when not on assignment, resides in Nelson, New Zealand.
