Vladimir Pran, Senior Technical Adviser, Syria
Vladimir Pran is a senior technical adviser for Syria for the International Foundation for Electoral Systems (IFES). His work focuses on election administration and civic participation. Prior to this assignment, he managed the European Union project for electoral reforms in Pakistan. He has worked on elections since 1992, first in his native Croatia where he worked with the Croatian People’s Party and with GONG, a Croatian election monitoring organization. Since serving as the acting secretary of the European Network of Election Monitoring Organizations in 2001, Pran has worked with various international organizations, including the National Democratic Institute (NDI), the Organization for Security and Cooperation in Europe and its Office for Democratic Institutions and Human Rights, and Democracy Reporting International in the Balkans, the Caucasus, Eastern Europe, Africa, Asia and the Middle East. From 2007 to 2011 he served as IFES’ country director in Palestine.
Pran holds a master's degree in political science from University of Zagreb and is co-author of NDI’s guidebook Monitoring Electronic Technologies in Electoral Processes and the Council of Europe’s guidebook Using International Standards.
