IFES Review and Analysis of 1999 Presidential Election Law in Ukraine
Ukraine’s current Presidential Election Law was adopted in 1999 and has been amended a number of times since then, most significantly in 2004 and 2009. Since then, it has been criticized by international organizations and domestic experts.
In 2010, the President Victor Yanukovych established a working group to bring the national electoral legislation in line with international standards and accelerate its codification. That working group contributed to the revision of the Parliamentary Election Law, but made no effort to review.
This paper reviews the law and identifies flaws that should be addressed before the next presidential elections, to be held in March 2015.
