Supplemental Notes

From November 22 through November 26, ODIHR conducted an assessment mission to Belgrade and Pristina in order to discuss the issues surrounding the elections which will result from the Agreement on the status of Kosovo. Two IFES staff members were part of the assessment team. This staff was Jeff Fischer, Executive Vice President, and Alex Knapp, Program Officer for Central and Eastern Europe. At the request of the OSCE Mission to Kosovo, Knapp remained in Pristina until December 9 to provide planning and administrative support for the Mission's startup of activities in elections. His reports and contributions are attached.

At a meeting of the OSCE Troika on November 27, a request was made to offer a preliminary scenario on voter registration and its cost estimates. That registration program scenario is also attached. Additionally, a schedule of meetings from the ODIHR mission and the preliminary findings of the assessment team are included for reference. The recommendations from this report will support those findings.
