Kenya functioned as de facto a one-party state from 1969-1982 when the ruling Kenya African national Union (KANU) assumed the role as official sole party. Opposition unsuccessfully pulled KANU from power in both the 1992 and 1997 elections. In 2002, Mwai Kibaki of the National Rainbow Coalition group ran an anti-corruption campaign and defeated the KANU party candidate to assume the presidency.

Technical Assistance
In June 2002, IFES launched an onsite technical assistance project with the Electoral Commission of Kenya (ECK) and supplied the ECK with computers, printers, fax machines, satellite phones and connectivity switch boards to improve the Commission's communication network ahead of the December 2002 general elections. The equipment has greatly improved communication and efficiency between the ECK headquarters and its district offices. Since 2002, IFES has been providing training and supporting the ECK's institutional development by helping it develop a Five-Year Strategic Plan, revising the ECK organizational structure, and computerizing its procurement and logistics departments.
