The May 13 national and local elections in the Philippines will see more than 70,000 precincts open nationwide for voters to cast their ballots. After years of planning, including a continuous voter registration process and a general registration in the Autonomous Region in Muslim Mindanao, the Philippine Election Commission (COMELEC) will serve approximately 52 million registered voters on Election Day.

For this poll, the COMELEC is using a precinct count optical scan system. Also used in 2010, this technology accepts paper ballots, tabulates results and stores a digital image of every ballot cast.
