David Ennis, Senior Advisor, Indonesia
David Ennis has extensive experience in the legal and practical management of elections, especially in post-conflict and transitional societies. He has worked in the private, nongovernmental and government sectors and has experience providing technical electoral support and managing projects for institutions such as the OSCE, IOM and the United Nations. Most recently, Ennis served as IFES Chief of Party in Ukraine and as a Special Adviser to the Minister of Justice and Attorney General of the Province of Alberta, Canada.
Ennis has also worked with IFES as a legal consultant in Afghanistan, Timor Leste and Iraq. In Afghanistan, he designed and led a process of public consultation on the future of the electoral system. Prior to that, he headed the Legal Department of the Joint Electoral Management Body Secretariat during the 2005 Afghanistan National Assembly and Provincial Council Elections.
Ennis worked as a Senior Legal Advisor in the Department of Elections of the OSCE Mission in Kosovo. In this role, he led a process of consultation with political parties, representatives of the international community and civil society which helped create consensus on the need for a comprehensive system of political party regulation, and provided the substantive basis for the legislation itself.
Ennis has a BA in History from McGill University and a JD from the University of Toronto Law School.
