Demetrio Lazagna, Country Director, Ecuador
Demetrio Lazagna currently serves as the International Foundation for Electoral Systems’ (IFES) country director for Ecuador. He has extensive experience in international relations particularly focused on technical assistance and electoral observation. After his civil service as a legal assistant in an immigration center and following his master’s degree in social anthropology at the University of Genoa, he coordinated development programs in Bosnia Herzegovina and emergency relief projects in Albania. He has provided strategic advice and direct technical assistance to national stakeholders in transitional and sensitive political environments on behalf of the European Union (EU), Organization for Security and Co-operation in Europe (OSCE) and IFES.
Since 2000 he has designed, planned and executed election observation missions worldwide and contributed to elections operations in the Balkans, West Africa, the Middle East, North Africa, Southern Asia and Central and South America, providing managerial support, political analyses and reform recommendations to national stakeholders.
Lazagna was head of the OSCE Anti-Fraud Unit during the 2004 General Assembly elections. He worked for IFES in South Sudan as referendum adviser in 2011 and in Tunisia as an elections operations adviser to the Libyan election management body (EMB) from 2014-16.
Most recently, on behalf of the EU, he provided direct technical assistance to EMBs, national civil registries, constitutional assemblies and civil society organizations in Cambodia, Honduras, Libya and Tunisia, contributing to fostering stakeholders dialogue and promoting institutional reforms based on sustainability and rights.
Since 2012 he has been the scientific coordinator of a permanent training course on International Election Observation at the Global Campus of Human Rights in Venice, Italy.
