Elena Paredes, Senior Manager, Monitoring and Evaluation
Elena Paredes is the International Foundation for Electoral Systems’ (IFES) senior monitoring and evaluation (M&E) manager and brings over ten years of experience working in M&E for international development programming. Prior to IFES, Paredes spent three years at the National Democratic Institute’s headquarters, working on organizational, M&E capacity-building initiatives that included developing online e-learning modules and remote, action-focused team learning processes. She also served two years as the in-country M&E officer in Morocco, where she set-up and oversaw the implementation of in-country and regional M&E systems for political party and civil society programming.
Paredes worked on peacebuilding initiatives at Inclusive Security, providing assistance to advocacy taskforces and other women’s civil society organizations in establishing data collection and data management processes, as well as carrying out participatory evaluation approaches for community consultations and context assessments. At IFES, Paredes provides assistance to country programs, election commissions and civil society partners in developing participant-focused evaluation methodologies, establishing robust M&E systems and utilizing data for programmatic learning and strategy.
Prior to entering the democracy and governance sector, Paredes taught fifth grade in Phoenix, Arizona, through Teach for America. She holds a bachelor’s degree in culture and politics from Georgetown University and a master’s degree in primary education from Arizona State University.
