Lluís Juan Rodríguez, Resident Senior Technical Advisor, Guatemala
Lluís Juan Rodríguez serves as the resident senior technical advisor in Guatemala at the International Foundation for Electoral Systems (IFES). He is an expert in democracy, electoral affairs and human rights with over 10 years of international experience.
As a technical expert, Lluís has taken part in electoral assistance and democracy strengthening projects with IFES, UN Development Programme, UN Women, International IDEA and other organizations in various countries, including Guatemala, Mexico, Paraguay, Haiti and Madagascar. Furthermore, he has participated as an election observer in missions deployed by the European Union and the Organization for Security and Cooperation in Europe/ Office for Democratic Institutions and Human Rights in Haiti, Jordan, Georgia, Kyrgyzstan and Spain. He is a BRIDGE accrediting facilitator and his main areas of expertise include gender equality and participation of women, youth and LGBTQI+ persons, as well as political finance, political party dialogue and political analysis.
He holds a bachelor's degree in Sociology and a bachelor's degree in Political Sciences from the University of Valencia, as well as a master's degree in European Constitutional Law from the Autonomous University of Barcelona. He has equally obtained a postgraduate degree in Electoral Assistance and Observation from the University of Valencia and a postgraduate degree in Technopolitics and Human Rights in the Digital Age from the University of Barcelona. He is fluent in Spanish, Catalan, English, French, Italian and Portuguese.
