Pavel Cabacenco, Election Management Program Adviser, Malawi
Pavel Cabacenco serves as the International Foundation for Electoral Systems’ (IFES) election management program advisor in Malawi. He is an electoral specialist with over 12 years of experience in elections and has provided technical, strategic and political advice to election management bodies and has led international election observation missions. Prior to his current role in Malawi, Cabacenco worked as a director of the Centre for Continuous Electoral Training for the Central Electoral Commission of Moldova, IFES deputy country director for Moldova and IFES election management specialist/adviser for Pakistan and Ethiopia. As a consultant, he has worked in over 15 countries in Europe, Asia, America and Africa in diverse areas such as training and capacity building; voter registration and new technologies; strategic and electoral planning, election observation and analysis; inclusion of women, youth and persons with disabilities; call centers; and all aspects of civic and voter education.
Cabacenco is an accrediting-level Building Resources for Democracy, Governance and Elections (BRIDGE) facilitator and has an advanced diploma in effective electoral assistance. He holds a master’s degree in political science.
