Serge Nanourou, Chief of Party, Democratic Republic of the Congo
Serge Nanourou is the International Foundation for Electoral Systems' (IFES) chief of party in the Democratic Republic of the Congo (DRC). Nanourou has nearly 20 years of experience implementing democracy and governance programs across sub-Saharan Africa, including Burundi, Central African Republic, Côte d’Ivoire, DRC, Guinea-Bissau and Mali. He is an expert in election administration, capacity building for election management bodies and electoral system reform.
In a prior role, Nanourou was responsible for providing electoral technical assistance to the Independent National Electoral Commission (CENI) on logistics, training, outreach and inclusion. He previously served as IFES’ chief of party in Mali, where he provided technical assistance and analysis on electoral processes and citizen registration, and as chief technical advisor for the United Nations Development Programme (UNDP) in Niger, assisting the CENI in voter identification, logistics, Election Day operations and results tabulation. Nanourou also worked in Sierra Leone to develop the National Electoral Commission’s 2010-13 strategic plan. Nanourou has also managed multi-donor UNDP basket funds, responsible for updating and coordinating the activities of technical and steering committees. Additionally, he has extensive experience developing and implementing monitoring and evaluation methodologies. He served as an monitoring and evaluation officer in Côte d’Ivoire and later as chief of mission for a post-project evaluation in the DRC. He also designed and implemented an evaluation of IFES’ Voter Opinion and Involvement Through Civic Education (VOICE) program in the DRC.
