Sophie Lagueny

Sophie Lagueny serves as the International Foundation for Electoral Systems (IFES) country director in Kenya. She brings more than 25 years of experience in electoral management to the position, starting with her first mission in Cambodia in 1992.

Lagueny has also served as chief of party for IFES in Cambodia, Guinea, Côte d’Ivoire, Uganda and most recently in Haiti. Previously, she was an adviser to stakeholders involved in the reform of the electoral process in Chad in 2007. She has worked in Palestine throughout her career, particularly with the Central Elections Commission in Ramallah from 2004-06. She served as director of the Organization for Security and Co-operation in Europe (OSCE) office in Brcko, Bosnia Herzegovina in 1999, after being an international trainer in 1997 and senior elections officer in 1998.

Lagueny has worked in roughly 20 different assignments with the European Commission, OSCE, the U.S. Agency for International Development and many United Nations missions. She has been part of or led assessment missions, as well as technical assistance teams, in several capacity building initiatives in financial operations, electoral staff training, civic education, local governance, and monitoring and evaluation.

Lagueny studied international and European public law in Montpellier, France, and holds a master’s degree in public affairs from the University of North Carolina and a master's degree in business administration from the University of Kansas. She is fluent in French and English and has working knowledge of Spanish and Portuguese.
