Increasing Election Access for Saskatchewan Citizens with Disabilities
Saskatchewan, a large prairie province in central Canada, is home to more than 180,000 persons with disabilities. Elections Saskatchewan – which is responsible for managing the province’s elections – used feedback from disability rights organizations, the International Foundation for Electoral Systems (IFES) and the Johnson-Shoyama Graduate School of Public Policy to improve election accessibility for voters with disabilities in the province’s 28th general election, which occurred on April 4, 2016.

IFES Observes Voting on First Nations Reserves in Saskatchewan, Canada
On April 4, 2016, voters in Saskatchewan, Canada went to the polls to elect 61 Members of the Legislative Assembly (MLA) to represent their constituencies on the provincial level. IFES was invited by Elections SK to observe voting in new polling stations on First Nations reserves outside of Regina, the province’s capital, and La Ronge, a community in central Saskatchewan.

Spending Limits as a Policy Option
Citizens in many countries are upset because they believe the current financing of politics (which involves corruption and under-the-table deals) is violating the basic democratic values of equal opportunity, transparency and accountability. One way to bring the funding of political parties and candidates into line with these values is to regulate campaign expenditures through spending limits. This is a viable option, but such limits must be designed and implemented with care.

Making Every Vote Count
“Making Every Vote Count” is the final report by the Citizens Assembly on Electoral Reform which outlines the case for electoral reform in British Columbia, Canada. The document, published in 2004, makes the recommendation for a new voting system, called BC-STV, to be used in electing member of the Legislative Assembly. The report gives its reasons for the recommendation and explains the new voting system.

State of the Judiciary: Malawi 2003
This State of the Judiciary Report for Malawi was written by Edge Kanyongolo, J.D., L.L.M., Ph.D., a Malawian law professor with broad expertise in constitutional law, media law and human rights. Edge Kanyongolo has served as facilitator and presenter in many symposia, workshops and conferences on constitutional issues, human rights and civil liberties in Malawi and other African countries. He has worked as a consultant for UN agencies, bilateral donors, non-governmental organizations and others and has participated in the development and implementation of various development and Rule of Law programs in Malawi. This State of the Judiciary Report for Malawi was edited by Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are the authors of the Executive Summary and of Chapter 1 of this Report. They are also responsible for the analytical conclusions in the tables which attempt to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 2.
