Despite the ongoing and escalating political violence, on April 20, Iraqi citizens will elect their representatives to Governorate (Provincial) Councils. The Independent High Electoral Commission (IHEC) has made efforts to increase the level of information available for voters, including publication of election-related material on their website.

Elections will take place in 14 of 18 provinces, excluding Kirkuk and the three provinces of Kurdistan. Additionally, this election has the highest percentage of registered women candidates – standing at more than 26%. These elections will be a good test-run for parliamentary elections scheduled in 2014.
