Le projet Amatora Mu Mahoro présente son deuxième rapport dans un contexte d’impasse politique et d’insécurité grandissante. Ce deuxième rapport se base sur les résultats des indicateurs relatifs aux initiatives de paix et aux incidents vérifiés de violence électorale, du 26 avril au 30 mai. Les élections communales du 24 mai constituent le premier moment et une étape cruciale d’une série de cinq scrutins.

Burundians Vote in Communal Elections
On May 24, 2010, communal elections, the first in a series of polls that will take place in Burundi this summer, were held. This series of elections are the first to be implemented in Burundi since the rebels laid down their arms and ended years of civil war. The district elections are considered to be crucial for the consolidation of peace in the war-ravaged country. They are seen a barometer for the electoral period which will include presidential, legislative and local elections by September 2010.

Le projet Amatora Mu Mahoro, fruit d’un effort conjoint de plus d’une dizaine organisations nationales et internationales1, identifie les zones vulnérables à la violence électorale ainsi que les initiatives de paix à travers le pays. Le projet vise à soutenir des réponses appropriées et à promouvoir la tenue pacifique des élections de 2010 au Burundi. Amatora Mu Mahoro se déroulera jusqu’à la fin du mois de Septembre, au terme du cycle électoral en cours au Burundi.

Iyo Menya "If Only I Had Known"

Burundi Launches First-ever Election Violence Monitoring System
Amatora Mu Mahoro (Elections in Peace), Burundi's first-ever nationwide election violence prevention system, launches today in the capital, Bujumbura. IFES is Awarded USAID Grant to Promote Peaceful and Transparent 2010 Elections in Burundi
IFES has been awarded a USAID cooperative agreement for a 19-month $1 million program in Burundi. The project, "Promoting Peaceful and Transparent 2010 Elections in Burundi," seeks to promote peaceful and transparent presidential, legislative and communal elections in 2010. “Guide Pratique de L’Agent Electoral” is a guide, created by the Ministry of Territorial Administration and Local Collectives in Mali and available in French, which provides instructions to electoral agents to follow for the 2004 Communal Elections in Mali. The document, published in 2004, contains instructions on the set up of polling tables, lists of materials available and instructions and diagrams on vote counting.

Lithuania: Money and Politics Case Study
Lithuania has rapidly developed both politically and economically since emerging from the Soviet Union in 1991. While the country has built a functioning parliamentary system of government, has become a member of NATO, and is on the verge of joining the European Union, it still faces many problems associated with the many consolidating democracies around the world. As in all democracies, populations need to trust that those they elect will represent their interests. Problems such as corruption, weaknesses in laws concerning the political financing, and unaccounted for political income and expenditures threaten the credibility of the process and hinder the speed at which democracy is consolidated. Additionally, Lithuania lacks the high level of vibrant debate about the issue of political financing among scholars, journalists and civil society bodies required to promote meaningful reform. Recognizing this, Lithuania has developed an independent Central Electoral Committee (CEC) and adopted laws requiring detailed and public disclosure of political finance accounts. Prior to conducting Money and Politics programming in Lithuania, the CEC had made a demonstrable interest in making information public. While scanning summary report of accounts and placing them on the internet, the user could not search, not easily compare and analyze the information. Interested parties were required to make an appointment to view more detailed, paper-based information. Further, while the Tax Authorities are required to audit final political party reports, enforcement is widely considered to be weak. Few, if any, cases of political finance violations have been forwarded and investigated, not to mention prosecuted. By addressing the difficult issues surrounding political finance with the support of IFES in 2002 and 2003, Lithuania is emerging as a model for other consolidating democracy to follow. Significant areas remain to be addressed. While Lithuania has taken concrete steps to reform political finance legislation, open political finance information to public scrutiny and oversight, and encourage debate, further efforts are required to actively enforce laws and regulations and raise the level of debate among the various governmental, legislative, and civil society groups. By addressing these areas, Lithuania has the potential for being an example of best practices while making local expertise and resources to other countries undergoing similar reforms.
