Voter Education in Kosovo

The general theme of the campaign was where were you when the decision was made and showed how your life is impacted when you fail to participate in the process. Serbian voters expressed a great deal of concern about many areas but since this was a municipal election we chose to focus on the provision of utilities as a theme with a broad gender appeal.

Kosovo Motivational Diploma Spot
The general theme of the campaign was where were you when the decision was made and showed how your life is impacted when you fail to participate in the process. Since employment is considered a primary concern and corruption a major but lesser concern we designed a spot that used employment as its major theme and directed the piece towards a target audience of young male voters. The spot also showed how corruption influences your ability to find employment and undermines normal avenues of self improvement such as education.

IFES Assists Kosovo with First-Ever Parliamentary Elections Since Independence
In cooperation with the Central Election Commission of Kosovo, IFES administered 14 alternative polling stations during the parliamentary elections on December 12, 2010. The parliamentary elections were Kosovo’s first since declaring independence from Serbia in 2008. The alternative polling stations were positioned in northern Kosovo where the Election Commission experienced difficulty recruiting for and opening regular polling centers. IFES arranged international teams of poll workers to staff the stations and help ensure proper handling of election materials before the votes were counted.

Kosovo Civic Education Campaign
In the fall of 2012, IFES collaborated with six local partners in Kosovo to launch “Participate,” a civic education campaign aimed at increasing public awareness on democratic values. This includes independent voting; the role of women, youth and minority groups in election processes; roles and responsibilities of election management bodies; and electoral complaints. The campaign reached 33,883 voters through face-to-face activities; distributed 87,482 informational brochures, pamphlets and other printed material; and reached over 600,000 Kosovars through TV and radio programs, as well as newspaper articles. Workshop Success Stories in Kosovo
Community attitudes and a lack of access to information and infrastructure, particularly buildings and transport, are significant barriers that the estimated 200,000 persons with disabilities in Kosovo face. As part of a project funded by the U.S. Agency for International Development, the International Foundation for Electoral Systems (IFES) and its partner Kosovar civil society organizations (CSOs), Kosovo Democratic Institute (KDI) and HandiKOS, are working to develop a more inclusive electoral process.
