Although successful elections are possible without registering voters, a registration process and the production of a voter register has many significant advantages. Two major advantages are an increase in transparency of the electoral process and facilitating an appeals process for a voter who is denied inclusion.

Electoral Technical Assistance for Iraq for Out of Country Voting
At the request of Iraq’s Independent High Electoral Commission (IHEC) and with funding from the United States Agency for International Development (USAID), IFES is assisting the Commission in the implementation of its Out of Country Voting program (OCV) for the 2010 parliamentary elections. Iraqi citizens abroad will be able to a cast a ballot for candidates at the governorate level with proof of Iraqi citizenship, age and connection to one of Iraq’s 18 governorates.

Liberia Elections and Political Transition
While post-conflict elections relied heavily on international technical and financial assistance, Liberia’s National Elections Commission (NEC) oversaw the general elections in 2005 and 2011 with decreasing levels of international technical assistance, and both elections were widely deemed as credible. Despite these successes, however, the NEC faces challenges as opposition parties often express doubts about the body being independent and non-partisan.

Lima Declaration on Judicial Independence
IFES organized a conference on judicial independence in Lima, Peru, in November 2001 to roll out the recently released IFES/USAID publication entitled Judicial Independence Guide: Guidance for Promoting Judicial Independence and Impartiality. The Lima Declaration was developed during the conference with a view to prioritizing judicial independence issues, developing specific strategies to implement short and long-term reforms and identifying specific programs and best practices.
