As has been demonstrated by the constitutional crises of the past five years, and most recently in December 2022, the resilience of Peru's democracy is constantly being tested. In the face of some backsliding, ensuring democracy’s continued growth, integrity, and security demands regular attention. Since 2021, IFES has worked with the National Office of Electoral Processes (Oficina Nacional de Procesos Electorales, ONPE), training electoral staff and supporting voter education campaigns and the electoral management body’s strategic communications to strengthen the entity’s capabilities and help safeguard the integrity of the 2021 general election and 2022 municipal elections.
Under the 2021 Supporting Voter Participation and Electoral Integrity in Peru project, IFES helped ensure that the electoral process remained resilient and adaptive in the complex and tumultuous environment created by political instability and the COVID-19 pandemic. In addition to its support of the ONPE, IFES supported the National Jury of Elections (Jurado Nacional de Elecciones, JNE) with the production of training and motivational materials for electoral auditors, a collaboration which has expanded into IFES’ work in 2022 and 2023. IFES also led two post-election “Lessons Learned” exercises with the ONPE and the JNE to identify recommendations, challenges, and achievements of the 2021 Peruvian national election. In 2022, IFES built on its collaboration with the JNE and ONPE to update training manuals for polling station workers and other elections officials and provide tailored cybersecurity support to improve the results transmission process and guarantee data protection throughout electoral systems.
IFES’ ongoing goal is to support the ONPE and JNE in their efforts to enhance institutional communications, improve training methodologies, and strengthen electoral cybersecurity—ultimately providing Peruvian citizens with reliable, transparent, and accessible resources that promote engaged and informed voting in a contentious political environment.
