Peru’s democracy has been through major tests throughout its history, and ensuring its continued democratic growth and governance demands regular attention. During 2021, IFES worked with the National Office of Election Processes (Oficina Nacional de Processos Electorales, ONPE), training electoral staff and supporting voter education campaigns and the EMB’s strategic communications to strengthen the entity’s capabilities and help safeguard the integrity of the 2021 general election.
Under the Supporting Voter Participation and Electoral Integrity in Peru project, IFES worked to help ensure that the electoral process remained resilient and adaptive in the complex and tumultuous environment created by political instability and the COVID-19 pandemic. In addition to its support of the ONPE, IFES supported the National Jury of Elections (Jurado Nacional de Elecciones, JNE) with the production of training and motivational materials for electoral auditors. IFES also led two post-election lessons learned exercises with the ONPE and the JNE to identify recommendations, challenges and achievements of the 2021 Peruvian national election. Through its programmatic activities in Peru, IFES supported the ONPE and JNE in their efforts to improve their institutional communications and training methodologies, ultimately providing Peruvian citizens with clear, reliable, transparent and accessible resources that promoted engaged and informed voting in a contentious political environment.
