Sweden-IFES Partnership to Bolster Ukraine's Democratic Resilience

The International Foundation for Electoral Systems (IFES) is launching a new initiative to help Ukraine and its Central Election Commission (CEC) modernize its communication capacity and strengthen public confidence ahead of post‑war democratic processes. Effective, transparent communication is essential not only for voter engagement, but also for countering disinformation and other malign influence operations targeting Ukraine’s democratic institutions. Research underscores that proactive, crisis‑ready communication by election authorities is a core tool in building resilience against false narratives.

Through this partnership with the Government of Sweden, IFES will support the CEC in advancing its new Communication Strategy, modernizing its public‑facing digital platforms, and enhancing real‑time outreach. These improvements—including a redesigned, accessible website and upgraded livestreaming capabilities—will help ensure that Ukrainians receive timely, accurate, and trustworthy information, thereby reducing the space for manipulative content to take hold.

By reinforcing strategic communication, strengthening digital infrastructure, and expanding transparent public outreach, Sweden and IFES are helping the CEC build a more resilient information environment—one that protects future voters, supports democratic participation, and fortifies Ukraine’s electoral integrity against malign influence.
