Hannah Roberts is an independent governance consultant focusing mainly on elections since 1999. She has run out of country voting (including for the 2011 South Sudan referendum and Iraqi voting in Syria in 2005), undertaken technical assistance with election commissions, and planned and evaluated electoral and parliamentary assistance programmes. In election observation and assessment Hannah has been Head of Mission for the OSCE (in Canada, Afghanistan, and Finland), and Deputy Chief Observer for the EU (in Nigeria 2019 and 2015, Kenya 2017, and Pakistan 2013 and 2008). Hannah also undertakes training and managed the EU’s NEEDS II programme. Hannah has developed election observation methodology for the EU and the OSCE, including in regards to follow-up, gender analysis, and disability inclusion. She has written on IDPs and electoral participation for the University of Oxford (2003) and IFES (2017). More recently she has worked with IFES on Electoral Rights of Environmentally Displaced Persons and is looking more broadly on environmental issues and election processes. She has recently worked with IFES in developing a methodology for lessons learned processes by election administrations.
