Natasha Campbell is the International Foundation for Electoral Systems' (IFES) first General Counsel and Vice President for Labor Relations and Human Resources. As General Counsel, Campbell will provide strategic and operational legal direction on the wide range of issues impacting IFES’s work. As Vice President, Campbell leads in developing and implementing innovative human resource programs that enable IFES to continue to attract, develop, and retain the best and brightest diverse talent—in headquarters and globally—in order to achieve its mission to build resilient democracies that deliver for all. Campbell also leads all labor relations matters for IFES.

Campbell has spent her career as an attorney and social justice advocate who has worked tirelessly in the areas of labor and employment law, human resources, energy and environmental justice, equity, diversity, and inclusion. She has served in a number of capacities in government, at the local and federal levels, including Director, Office of Labor Relations and Collective Bargaining, a cabinet-level position in the District of Columbia Government, where her responsibilities included administering a comprehensive labor relations and collective bargaining program, inclusive of approximately 27,000 employees and 44 collective bargaining units. 
In 2014, Campbell received an appointment in the Obama Administration at the Department of Energy (DOE), where she served as a Senior Advisor to Secretary of Energy Ernest Moniz, advising on industrial relations, labor-management relations, and economic and workforce development. During her tenure, she led the Workplace Improvement Forum, a national campaign to improve the multi-location work environments and the overall work experience of DOE employees across the country; she also supported the creation of the U.S. Energy and Employment Report, which provides unique insight into the people who meet the nation’s energy needs and identifies important trends and skill-sets for the 21st Century energy workforce, among other contributions. Campbell is also the Founding Director of the Historically Black Colleges and Universities (HBCU) Clean Energy Initiative to achieve greater equity, awareness, access, and participation of HBCUs, their surrounding communities, and other communities of color in clean energy industry activities.

Born in Jamaica and raised in Miami, USA, Campbell holds a B.S. in psychology and an M.S. Ed. from Florida A&M University, a J.D. from Howard University School of Law, and a Certificate in Negotiation from Harvard University. She is a member of the bar in the District of Columbia.
