Making Political Finance Data Work: Steps Toward Interagency Interoperability

Political party and campaign finance transparency are essential to maintaining a level electoral playing field and preventing undue influence in politics. The effectiveness of accountability mechanisms, however, depends in large part on the quality and usability of underlying data. As legal and regulatory frameworks evolve to address new forms of campaigning and illicit interference, the volume and complexity of financial data continue to grow, making effective tracking and analysis increasingly challenging. Robust digital recordkeeping, coupled with targeted and timely interagency data sharing, can reduce reporting burdens, strengthen compliance and verification processes, and improve accountability for all actors involved in political finance oversight and government integrity.

Drawing on desk research and interviews with state and non-state political finance experts across diverse legal contexts, this guide provides a flexible and practical framework for improving the quality and interoperability of political finance data. It is designed to meet oversight institutions at different stages of digitalization and data management. The guide introduces key terminology to support engagement with data specialists and engineers; outlines steps to strengthen and clean internal datasets; identifies entry points for advancing interoperability; and offers recommendations for navigating inter-agency data-sharing arrangements – helping institutions to establish effective collaboration frameworks from the outset.
