Navigating UNCAC Resolution 11/7 on Political Finance: A Quick Reference Guide

IFES is pleased to release this quick reference guide to the UN Convention Against Corruption (UNCAC) resolution 11/7 on Preventing and combating corruption through enhancing transparency in the funding of political parties. This resolution was adopted at the 11th Conference of State Parties (CoSP) in December 2025. Tabled by Albania, Ghana, Mongolia, and Norway and co-sponsored by nearly 60 countries, it represents a historic milestone, as the first resolution and most comprehensive set of global standards on this topic.

This quick reference guide is primarily intended for civil society organizations and journalists working to advance public sector integrity in their countries, particularly with regard to money and influence in politics. It provides concise insights into:

• the structure of UNCAC Resolution 11/7on “Preventing and combating corruption through enhancing transparency in the funding of political parties, candidatures for elected public office and electoral campaigns;”

• the rationale behind key provisions in the Resolution;

• the actions the Resolution calls on States Parties to take to strengthen transparency; and

• the role of the United Nations Office on Drugs and Crime in supporting implementation, follow-on assistance, and reporting.
