This report summarizes the findings of an IFES pre-election assessment team in Bulgaria from April, 1990. Further, the report discusses the electoral process, the role of the constitution, electoral law, composition and role of the central electoral commission and regional electoral commissions, voter registration procedures, the methods of ballot security, vote counting and verification, and the contest and appeals procedure. It also discussed the role of political parties in the campaign and in the election.
