This Pre-Election Technical Assessment of the Russian Federation conducted by the IFES was designed to evaluate preparations for the 19 December 1999 elections to the State Duma and to make recommendations for assistance. In a series of recommendations the PETA identifies the needs and proposes the methods to improve and safeguard the integrity of the process by addressing these needs.
