Transitional Election Planning Manual Republic of Cuba
This report is a compendium of ideas and practices that might be useful for future Cuban
officials and non-governmental leaders who are beginning a transition to democracy, or who
are contemplating seeking reform of the current regime. The document discusses the minimum international norms and standards for free and fair elections, as well as the legal, constitutional and administrative options that are available to transition authorities.
It
also offers ideas, based on examples from countries around the
world, about what will be needed to establish and support an honest, efficient and transparent system of election administration, and what role the international community might be invited to play in that process.

“Democracy is Everyone’s Responsibility” is a Civic Education Booklet, available in Spanish, issued in 1992 by PARTICIPA, Chile. The booklet describes democracy and informs citizens of how they may participate in building a democratic society. By teaching the values of democracy to the readers and its importance, the booklet is meant to serve as an incentive for people to participate in creating a democratic Chile. “Human Rights and Democracy” is a Civic Education Discussion Guide, available in Spanish, issued in 1989 by PARTICIPA, Chile. The guide gives a detailed explanation about the evolution of human rights, describes its characteristics and its classification, as well as it exposes how human rights have been categorized throughout the years. The handbook illustrates the connection between the government and civil rights, its guarantees as well as the obligations the citizens have in connection to the respect of human rights. Additionally, the guide encloses the Universal Declaration of Human Rights.

“Registered Voters by Region” is a voter registration record issued in 1988 and referring to the number of registered voters in the 1988 Chilean National Plebiscite. This particular document is comprised of tables illustrating the voter registration records by regions for both men and women. Additionally, it illustrates the statistics of foreigners and analphabets who reside in those particular regions, as well as the number of canceled registrations by region and by cause.
