This report is a compendium of ideas and practices that might be useful for future Cuban officials and non-governmental leaders who are beginning a transition to democracy, or who are contemplating seeking reform of the current regime. The document discusses the minimum international norms and standards for free and fair elections, as well as the legal, constitutional and administrative options that are available to transition authorities.
It
also offers ideas, based on examples from countries around the world, about what will be needed to establish and support an honest, efficient and transparent system of election administration, and what role the international community might be invited to play in that process.

“Special elections regionales” is a special article in the magazine ‘Ca Rhone-Alpes’ from 1998, available in French, advertizing the upcoming March 15, 1998, regional election to elect members of the Council in Rhone-Alpes, France. “How to Vote in These Elections” is a newsletter flyer, available in Spanish, published in 1997 by the “La Prensa” newspaper in Honduras, in lead up to the November 30, 1997 General Elections in Honduras and intended to instruct voters on the voting procedures. This special issue of the newsletter contains some cartoons reflecting the political parties participating in the elections.

“How to Vote” is an informative document, available in Italian, issued in 1996 by the Ministry of Interior of Italy, in lead up to the April 21, 1996 Italian General Elections. The document contains instructions on how to mark the ballot and the sample ballots to be used when electing the members of the Chamber of Deputies and Senate of the Republic. Additionally, it contains a brief explanation on the opening time of the polling stations and the ballots to be used in the elections.
