Post-Election Public Opinion in Kosovo 2010: Findings from an IFES January 2010 Survey
The data collected after Kosovo’s first elections since declaring independence offer a unique snapshot of a young country optimistic, yet continuing to struggle with economic issues and divisions between ethnic groups. The 2009 municipal and mayoral elections were widely seen as well organized, free and fair, and voters report proper procedures taking place in polling stations. Still confidence in the power of the vote, while still fairly high, dropped between the 2007 and 2009 elections.

Spending Limits as a Policy Option
Citizens in many countries are upset because they believe the current financing of politics (which involves corruption and under-the-table deals) is violating the basic democratic values of equal opportunity, transparency and accountability. One way to bring the funding of political parties and candidates into line with these values is to regulate campaign expenditures through spending limits. This is a viable option, but such limits must be designed and implemented with care.

Political Finance in Post-Conflict Societies
This study of political finance in post-conflict society identifies lessons learned from international donor-funded efforts to support political processes in post-conflict environments in general and the funding of political parties and campaign finance in particular. The document consists of eight case studies that seek to improve our understanding not only of the political dynamics of post-conflict situations but also of how to rally international support for holding elections and supporting democratization under such circumstances.

Election Complaints and Appeals Commission
“Election Complaints and Appeal Sub-Commission” is a document presented by the United Nations Interim Administration Mission in Kosovo (UNMIK) in preparation for the 2001 Parliamentary Elections. The document outlines the procedures necessary to file complaints and information on examples of possible complaints or appeals that may be filed by citizens of Kosovo. The ECAC was established on May 24th, 2001 and its purpose is to “examine and adjudicate complaints regarding violations of any applicable rules and regulations during the election process.”

Voters' Choices / Community Concerns
“Voters’ Choices/Community Concerns” is a September 2000 report issued by the United Nations Administration Mission in Kosovo (UNMIK) and the Organization for Security and Cooperation in Europe (OSCE) in order to present community concerns, perspectives, and priorities before the October 28th, 2000 municipal elections. Of the 1000 people interviewed across Kosovo the top priority was health care, specifically the lack of health care facilities. Other issues that were repeatedly addressed were education, employment opportunities, availability of drinkable water, and social services.
