Ballot used the first post-Soviet elections in Estonia. The left side of the page was used for Presidential elections, in which the main candidates were Arnold RUUTEL, Lennart MERI, and Rein TAAGEPERA. The 1992 election was the only time that Estonia's President was directly elected. The right side of the ballot shows candidates for the Parliament in the Louna-Tallinn district.

The booklet describes democracy and informs citizens of how they may participate in building a democratic society. By teaching the values of democracy to the readers and its importance, the booklet is meant to serve as an incentive for people to participate in creating a democratic Chile. “Democracy Can Also be Built in the Commune” is an Info-discussion guide, available in Spanish, issued in 1992, by PARTICIPA, Chile, in lead up to the June 28, 1992 Municipal Election in Chile. The guide provides a thorough description of the local administration in Chile, its election process and the role of the local authorities in the political life of Chile. The guide is meant to familiarize the Chilean citizens with the new reforms introduced by the political and social sectors in the municipal structure in order to bring the democratic process to the communal level as well. The guide refers to the functions of the municipalities, how they are elected and the attributions of the mayor and the regional councils. Additionally, the guide contains voting instructions and samples of election ballots, as well as an Election Calendar with the most important dates in the 1992 elections.
