A new report from International Foundation for Electoral Systems’ (IFES), titled “Qualitative Assessment: Perceptions about Women’s Participation in Public Life in the Maldives,” examines the root causes of negative perceptions toward women in decision-making roles in the Maldives, including broader societal attitudes toward gender equality and women’s empowerment.

Analysis of the Status of Women in Burundi’s Political and Electoral Processes
Burundi is one of few countries in the world to have adopted a gender quota for its legislature in an effort to promote the inclusion and participation of women in the political process. As such, it presents an informative case study on the impact a gender quota can have as a catalyst for more progressive and inclusive governance. Given the International Foundation for Electoral System’s (IFES) commitment to gender equality and women’s participation in electoral processes and government, a thorough analysis demonstrating the effectiveness of quotas is a vital effort that aids IFES in supporting their use as a tool for democratic progress.

Beyond Quotas: Political Accommodations and Gender in South Sudan
Since its birth, South Sudan has taken progressive steps toward creating an inclusive government – attempting to achieve gender equality in all levels of government. In July 2013, IFES and Conflict Dynamics International conducted a workshop to assist women members of government, civil servants and civil society members identify practical steps to ensure the nation’s electoral system genuinely accommodates women’s interests. This report presents the results of the workshop.

Survey on the Effectiveness of the VOICE+ Voter Education Project in the DRC
IFES conducted a survey of voting-age adults in the Democratic Republic of the Congo (DRC) through face-to-face interviews in the fall of 2012. The survey was designed to evaluate civic and voter education activities implemented in Kinshasa, Bas Congo, Nord Kivu and Province Orientale, as part of the IFES Voter Opinion and Involvement through Civic Education Plus (VOICE+)Project.

Increasing Women’s Political Participation in Liberia: Challenges and Potential Lessons from India, Rwanda and South Africa
Liberia, like many democracies, faces the challenge of identifying and implementing strategies for leveling the numbers of women and men in national governance and decision-making capacities. Attempts by the global community to mitigate these inequities have been widely ineffective. Local efforts in Liberia, including civic education, have not led to gender equality in national governance. IFES Humphrey Fellow Samuel Cole draws on the experiences of Rwanda, India and South Africa to suggest legal reforms and civic advocacy efforts to encourage greater women's political participation in Liberia.
